Seems like http://svn.apache.org/repos/asf/ is back, but
https://svn.apache.org/repos/asf/ is down.
I attempted to 'svn switch' my checkouts from the https url to the http
url but no dice. Apparently the svn client needs to connect to the
https url in order to make the switch.
