What you want to do is to deploy on your localhost ?
In this case what you have to set is :
maven.repo.list=R1
maven.repo.R1=file://c:\\
maven.repo.R1.directory=repository
http://maven.apache.org/maven-1.x/plugins/artifact/examples.html
