I was able to reproduce your issue.
If you read the log, there is no issue with svn command.
The issue is when doing:
[INFO] Updating checkout directory with actual content in /Users/lmcgibbn/
Downloads/any23/any23-site
and the error message is:
Could not copy content to SCM checkout:
