Tobago doesn't generate any whitespace character before the DOCTYPE.
The jsp container generates the whitespaces.
please change
f:view
tc:page
to
f:view
tc:page

Yes, as a workaround. But the DOCTYPE should the first thing to be found
in a HTML document.
