Just throwing out ideas:
* There's a tool called handle, that could show if there are any file
handles stuck related to netbeans
handle "NetBeans"
https://chocolatey.org/packages/Handle
* Go to Resource Monitor -> Disk -> Disk Activity and take a look at
the files the installer is working on when
I successfully ran \netbeans\bin\netbeans64.exe
