Create a new Java project to enable Java, i.e., go to the New Project dialog
and create a new Java SE project, which will enable things.
Otherwise, go to the Plugin Manager and install nb-javac as well as Oracle JS
Parser.

Extracted the zip,
Started netbeans64.exe
Existing projects are all appended with (broken)
File | New Project | Java with Maven gives the dialogue box enclosed with "In
