So I download the current ZIP distribution again, unzipped into an empty
directory and started _that_ NetBeans with an empty UserDir
After checking for Updates I get
CSS Processors 1.44 -> 1.44.1
Update Centers 1.46 -> 1.46.1

It's not, you need to install it once you have 11.2, maybe restart with
fresh userdir and password, then install the update, and then describe
exactly what it is that is not working as expected.
