I had this problem.
You go to security in Preferences and allow OO to be opened.
first try to open it aagain so it is in the system.

I do not know why users complain over Open Office.
As far as using 'word' or 'excel' or 'PDF' it is equally excellent;
although it took me many efforts to download v. 4.1 and open it.
I had to bypass "security"!!
If people want to be clever artists then stick to PS etc.,
