I have at various times downloaded and installed OpenOffice version 2.4 and and OpenOffice 3.0 on Windows Vista with no problems.
There is a download and install Tutorial at http://www.tutorialsforopenoffice.org/tutorial/Download_2_4_1.html which is for version 2.4.1, but version 3.0 is very little different. At least you can compare what should happened with what does happen on your system.
The download package is very large, and with some internet suppliers does take a long time.
It is possible that the download was interrupted and did not complete. You may need a download manager.
