When I insert the following formula: =IF((AND(D25,C21)), 2,1) into a
cell and press the Enter key, #NAME? appears in the cell and the error
message at the bottom right of Calc indicates Error: Invalid name.

I think you have to use =IF((AND(D25;C21));2;1). This should work.

You must use semicolons in place of the commas in the formula.
