I got more and more pieces of software that refused to install, exactly as described: keeping the CPU busy for 25% and not showing any progress. The same happened to e.g. Java and LFI LANGuard. I stumbled upon a solution by accident. After running CCleaner (for other reasons), all these problems disappeared by itself.
