Thanks for all the ideas so far.
Unfortunately, I'm still having problems with the page borders. I've
unchecked apply border as suggested but the page borders are still above
the header box and below the footer box. I can't get them to appear
close to the text at all.
I'm stumped on what to do.
I suspect you have a document or system specific issue rather than an
OOo explicit problem, so filing an issue probably won't gain much.
If you want to and have a place to post the document, preferably both
the original MSW2000 and the imported OOo versions, I will gladly take a
look at it.
One other setting that can cause the behavior:
Tools Autocorrect Options Tab
Uncheck Apply border
