I have inserted a scanned document (a letterhead) into a new Writer doc.
Problem: Inserted doc is treated as a picture and unable to edit.
Question: Am I able to insert new text or edit existing text in a
scanned document. If so , please how?

If there is a graphic you want to use, another option would be to crop
the scanned document for just that graphic, edit the text you want, and
save it as a template. Then you'd be able to open the template with the
letterhead and write your letter.
