Make the references to the fees absolute by adding a $ before them:
=IF(b2=125,b2-$ay$2,'') Column and row are absolute
=IF(b2=125,b2-ay$2,'') Row is absolute
=IF(b2=125,b2-$ay2,'') Column is absolute
When you copy the formula, the absolute parts stay the same, non-absolute
