I'm running OpenOffice 2.1 on XP in the hope of being able to open and work
on Publisher files, but cannot figure out which filter (the popup screen)
to use in order to do this. I didn't find anything in the help section.
Can OpenOffice even open Publisher files? I find filters for every MS
I don't think anything can open Publisher files, except Publisher. That's
why I left Publisher behind many years ago. Or at least one of the many
reasons.

As others pointed, importing Publisher files is not supported. Yet.
