Thank you for highlighting this issue, answered in the bug.
In short - we base on top of our own Virtuozzo Linux repository and forgot
that users install our packages somewhere else.
We'll think what can be done there.

And talking about deprecated "--capability" vzctl option -
this is correct, capabilities should be virtualized, so this option should not
be required in
