You have toremove HWADDR value from theifcfg-ethX and rules string
from /etc/udev/rules.d/70-persistent-net.rules files.
It'll work fine if you have only one NIC per machine.

User cannot access console only if VM has been started by the user.
It's done for security reasons. For example User2 cannot access
User1's pool VM.

You don't have to assign IP address to the bridge of any VM networks. IP
addresses are required only for
ovirtmgmt and display networks.
