It turned out, it wasn't related to Cloud-Init.
But to answer your question: there was no Cloud-Init
installed, as I use my own script to parse and act
upon the Cloud-Init Data, as I also need IPv6 Support.
The problem seemed to be, that ubuntu 12.04 somehow
didn't boot completely without kernel b
