No, this is no option to activate. The data you submit to cloud-init, gets merged into an iso file by ovirt, which is than attached as an cd-rom into the vm. usually this is /dev/sr1 try to mount it this way in your vm: mount -t iso9660 /dev/sr1 /mnt/ then you should be able to see the folder:

No, this can't be the problem as he stated that it worked when useing cloud-init via GUI. I can't see any obvious error in your xml, but you should get an error in engine.log if your xml is not correct. However I'm no expert for the xml version of the cloud-init data, so there might be a bug in
