The data you submit to cloud-init, gets merged into an iso file
by ovirt, which is than attached as an cd-rom into the vm.
usually this is /dev/sr1
try to mount it this way in your vm:

your xml, but you should get an
error in engine.log if your xml
is not correct.
However I'm no expert for the xml
