Yes. The snapshot has been running for more than 2 weeks, that's why we
wanted to stop it. However, the unlock_entity.sh tool did the trick.

I also recommend upgrade to 4.5.x, it fixed a lot of bugs.

you can check locks with
/usr/share/ovirt-engine/setup/dbutils/unlock_entity.sh -t all -qc
and then unlock
/usr/share/ovirt-engine/setup/dbutils/unlock_entity.sh -t snapshot
snapshot_id
or sometime helped just power off and
