Currently, the ansible-core version installed on the oVirt hosts is already
ansible-core-2.12.2-4, not ansible-core-2.13+. It seems that ansible-core
should be excluded from the official appstream repo to fix as a workaround.
# rpm -qa | grep ansible-core

It kas already been mentioned several times here in the list, oVirt 4.5.3
is not compatible with ansible-core-2.13+, you need to downgrade it to
ansible-core-2.12 and then proceed.
