Deploying hosted-engine using VLAN over a bonded interface is a configuration that is currently not supported, we have an RFE for 3.6.0 [1]. The problem you are reporting is similar to this one [2] and we are already working on it. In the mean time you can try to manually make VDSM persisting that network configuration as described here [3] cause the bonded interface was manually created.
