This is probably not being picked up by the cyrus-sasl libraries. I think it has to be in /etc/sasl2/qpidd.conf (though that does vary by version/distribution).
(As a quick way to check, you could e.g. add 'mech-list: PLAIN' and see if the brokers supported list is changed to match.)
