I think this was a simple oversight. I'll try to get it up on PyPI this

My project is using the python-qpid-proton library, installed via PyPi. We have
noticed that the most recent version is (0.40.0) is not available on PyPi. I
just wanted to check if that is something you intend to make available there at
some point?
