Here is just an update.
In fact the problem occurs also in seamonkey as soon as you use another calendar
together with SOGo.
Lightning should normally be able to provide freebusy information from multiple
calendars (google, zimbra or SOGo) at the same time but the freebusy information
of SOGo

the free busy does not work.
Furthermore, I have colleagues who have the bug but they don't use any google
calendar.
Actually I use lightning 4.0.3 and Thunderbird 38.3.

I hit the same problem as you. Are you using Provider for Google calendar
extension in Thunderbird? If I disable it, free-busy information is working
fine.
