we are a little Spanish ISP and our users used UNWANTED_LANGUAGE_BODY
rules.
We have observed that language of many mails are not identified. We have
done some tests and we think that TextCat is not working well.
For example if the body is in capital letters, include URL's or not
alfanumer
Who exactly is blocking this email?
Can i have a settings to keep a copy/archive of this email, if it is blocked?

Whoever configured the server (that produced the logs you
included) to reject mail based on the results from SpamAssassin.

I just got a one-line piece of spam with a ipaddress-based URL. Probably
pointing at some "auto infect your Windows PC" app.
Anyway, it got a score of 0.1 out of 5 when it came in. 4 hours later it
had showed up in several RBLs and the score was pushed up to 4.9.
