How do we test for URL Encoded URIs?
I would also like to validate that sites which are directing to the
non-advertised sites are found in the body of the HTML meesages.
Are there packaged test for this?

OK, I found the Binaries in a different directory than I originally
expected. Can I configure the perl Makefile.PL to change the
installation directory from /usr/local/bin to another directory
