Up-to-date-ness check before commit and merge

I would like to perform an up-to-date-ness check before the commit message is shown for editing, and before "svn merge" changes the working copy. I wouldn't mind even if those commands performed updates which are no-ops (besides the change in the base revision number) automatically. Is this possi
