Andre seems to be going through a checklist of specific features, not
necessarily part of any one tool like Subversion. It's like looking on Craig's
list for houses with swimming pools, helipads, and low mortgage rates. It's
conceivable but very unlikely to find all those features.

Maybe have a look at Redmine for web access, tickets, workflows, email
notification and such things.
It's integration with subversion is really good.
It has WIKI and forum facilites as well.
