rsvndump is not part of the subversion project. It has its own site on http://rsvndump.sourceforge.net/ Recent Subversion versions have a similar tool ‘svnrdump’, which can create a remote dump file for you. It should be part of recent commandline binary packages. So maybe it is easier to test if svnrdump works for your specific task, before (or next to) reporting the problem to the author of rsvndump.
