I don't know about the recommended way, but personally I hate the
SPACE in Program Files, so I definitely prefer the 2nd option.
Same, I don't even bother with the second level directory. I just install
to c:\apache-tomcat...

c:\Program Files\
or
c:\tomcat\apache-tomcat-8.0.14
c:\tomcat\apache-tomcat-7.0.56
