If you get a 500 then it means that there is probably a stack trace or
something in the logs to produce and server error.

Using TomEE 8.0.11, if I target v1/xxx, I get a 404 but with TomEE 8.0.13, I
get a 500.
Are you aware of this issue ? Is it a bug according to you ?
