You must make content visible manually since its done in
show(ajaxtarget) method.
So override makeVisible() method from modal window or just set
getContent().setVisible(true) in onBeforeRender.

I'm well aware of https://issues.apache.org/jira/browse/WICKET-12 but I
can't figure out how to open a modal window without an AjaxRequestTarget. My
guess is that it's related to getWindowOpenJavascript() but is there any
example available, please?
I use Wicket 1.4.9.
