*1. EXPERIENCE AND SKILLS REQUIREDConsultant must have:*

1.1          The capability to perform the functions described in Scope of
Work;
1.2          Project Management Professional (PMP) certification from the
Project Management Institute (PMI);
1.3          A minimum of eight (8) years of project management leadership
in a relevant functional or technical field;
1.4          Demonstrated ability in the following nine (9) additional
project manager competencies:








* 1.4.1           Project Initiation and Solution Analysis
1.4.2           Activity Definition and Sequencing    1.4.3
Project Execution and Control    1.4.4           Request for Proposal (RFP)
Processes    1.4.5           Procurement Planning    1.4.6           Cost
Benefit and Return on Investment (ROI) Analysis    1.4.7           Vendor
Evaluation    1.4.8           Performance Planning    1.4.9
Project Closeout *
1.5          Five (5) years of Business Process Re-engineering (BPR)
experience to include process analysis, ability to make recommendations for
improvements and communicating that information into clear and concise
business and technical requirements;
1.6          Experience with BPR concepts and methodologies;
1.7          Experience leading and facilitating Joint Application Design
(JAD) sessions to gather business and technical requirements;
1.8          Experience with business/systems analysis, cost benefit
analysis and gap analysis for business and technical operations;
1.9          Extensive coordination abilities between business and
technology groups such as, but not limited to:  agencies; technical
operations; capacity planning; strategic planning, systems development,
enterprise architecture and finance;
1.10        Experience in the development of a detailed project plan with
timelines in MS project;
1.11        The ability to clearly communicate with project team and
provide written updates to management;
1.12        Demonstrated team building and leadership skills;
1.13        Effective relationship management skills;
1.14        Extensive knowledge of industry accepted methodologies,
policies, standards, procedures and practices;
1.15        The ability to confidently speak at public meetings and testify
before the State Legislature;
1.16        Extensive risk management and quality assurance experience;
1.17        Professional behavior and a positive, determined, patient
attitude when dealing with people;
1.18        Ability to analyze and resolve difficult logic and process
issues;
1.19        Ability to work independently and in a team environment; and
1.20        The ability to balance creativity, problem solving and
technical skills to realize project success.

*2. EXPERIENCE AND SKILLS DESIRED*
*Consultant should have: *
2.1          A Master’s Degree or equivalent combination of education and
experience in a relevant discipline;
2.2          Experience with two (2) or more of the following products one
of which must be MS Project:


*2.2.1           MS Office Suite    2.2.2           MS Project
2.2.3           MS SharePoint*
2.3          Managed multiple vendors in difficult and challenging
situations;
2.4          The ability to direct, monitor and manage multiple project
tasks and related staff assignments;
2.5          The ability to communicate difficult concepts to technical or
non-technical staff; and
2.6          Project management experience for one (1) or more of the
following business applications:
