More than ten years ago, the technical publisher I work for followed Stan’s
advice and stopped using parts per million. Today, thousands of pages later, we
have not missed it. A ratio of milliliters per liter or micrograms per gram
(for examples) works great!

"Not permitted" might be a little strong as sometimes the Federal government
