They don't think a lot. They use the flat dimensions of what Ziplock DECLARES
to be a one quart or one liter bag.
As a "net content," Ziplock mustn't over-declared. It must hold at least the
labeled quart or liter. It would be interesting to see if European one liter
bags are slightly large
You may have as many 100 mL things as fit in your one quart/one liter clear
plastic Ziplock bag (approximately 9.46 or 10) AND they can all be the same
thing, but must be separate containers of no more than 100 mL.
Some sites say 100 g is OK too if labelled in mass. They don't consider
densit
No, I'm from Virginia, but make it a point to buy toothpaste in Europe because
I'm on the "road" all the time and it's the correct size to get thru the TSA.
It was only today I noticed 100 mL was larger than 4,6 fl oz!

Yes they would, as long as they all fit in a 1 Liter or 1 Quart bag. How they
get to the size of the bag I don't know, I poured a liter of water into a 1 Qt
bag and there was room for more, so I don't know how they arrive at the size.

I'm surprised manufacturers haven't gone to 100 mL travel sizes. Most "trial"
sizes are MUCH smaller, 1 fl oz or so, and not enough for the trip. An
opportunity is being missed here.
