They don't think a lot.  They use the flat dimensions of what Ziplock DECLARES to be a one quart or one liter bag.   As a "net content," Ziplock mustn't over-declared.  It must hold at least the labeled quart or liter.  It would be interesting to see if European one liter bags are slightly large

You may have as many 100 mL things as fit in your one quart/one liter clear plastic Ziplock bag (approximately 9.46 or 10) AND they can all be the same thing, but must be separate containers of no more than 100 mL.   Some sites say 100 g is OK too if labelled in mass.  They don't consider densit
