For unexplainable reasons there is a lot of inconsistency in rating equipment. While, 
as is was discussed here the electrical motors are rated for output power the gas 
heaters and burners are rated in BTU input. Then, again the AC units are rated in 
"tons of refrigeration" which is also an output factor.

I have no idea why would one need to have the input rating on a heater. The nameplates 
also do not contain any efficiency on them. I guess the only explanation is the fact 
that the customer feels better to see a higher number when he buys the heater.

Typical! A total lack of inchoerent national standards.
