The reply I got from the passport office. Might be good for more of us to write. Be nice, quote the law!

   *Subject:* Passport Application

I've recently filled in an online application for a passport
renewal. From my observations, the question on height in feet and
inches does not comply with Federal Law, in this case *United States
Code Title 15 **Chapter 6. Sec. 205b.* ยง 215.15 Metric system of measurement. The Metric Conversion Act, as amended
by the Omnibus Trade and Competitiveness Act (15 U.S.C. 205)
declares that the metric system is the preferred measurement system
for U.S. trade and commerce. The Act requires each Federal agency to
establish a date or dates in consultation with the Secretary of
Commerce, when the metric system of measurement will be used in the
agency's procurements, grants, and other business-related activities.

It would appear that you need to include the option and opportunity
for those citizens who wish to use the metric system to do so for
their height and for the size of the passport photo.
