An individual's decision can be made that is not necessarily sanctioned by the FAA. They do it and try to get away with it on the hope that no one will complain. Thus if this is the case, then the only way the rule can be broken is to simply lodge a complaint and site the various federal laws supporting the use of metric units including the law of 1866.
