I had reason to be tooling around in 15CFR14 and came across this 
section, 15 CFR 14.15 - Metric system of measurement.

Perhaps you folks have seen this or perhaps not. This seems to be the 
place in the Federal Code where DoC compliance with EO 12770 is buried. 
Or at least one of the places.
