No idea "why" but there is apparently a long delay.  I submitted my comments 
April 16.  At that time, only the 3/16 comments were listed. the 3/17, 4/2, and 
4/3 comments were not yet listed as of 4/16.  I had gone to the public listing 
in hopes of verifying that mine had shown up.  Interesting that they still 
haven't.

My recollection is that I was tracking #00007 (although I didn't write it down. 
 Perhaps they don't post the comments until they have fully reviewed them.  The 
tracking numbers would appear to be sequential and they appear NOT to be 
getting deluged with comments.  Get your opinions before them; your opinions 
will NOT be buried in the noise.

Why is there such a long posting delay (between April 3 and today, April 22)?
