Registrars aren't supposed to point the domain to an IP.  That's the job
of a nameserver.  However, some registrars provide nameserver service as
well.

I use GoDaddy for my registrar, and EveryDNS.net for my free DNS
hosting.  Domain registration plus name service for $8.95/year.
