It seems like there are a few problems. First, that isn't a named
delegate type in any gio source code, upto and including the master
branch. The second problem is that our binding is bad, because we're
trying to bind against something that isn't there.

The following is accepted by vala:
public SimpleActionActivateFunc func;
but rejected by c with the following error:
error: unknown type name ‘GSimpleActionActivateFunc’
