*Project Planning *

   - Uses standard enterprise project management tool to develop project
   plans to satisfy business needs.  Works with business manager to complete
   business case, where necessary, and ensures approval prior to project
   initiation.

 *Project Execution *

   - Maintain project plans on a continual basis and executes to approved
   project plans.   Understands and manages to the project budget at all
   times.  Delivers project on time and on budget according to PMO established
   project management process and methodologies.  Maintains support for
   installed applications

 *Knowledge: *

 *Technical*

   - Has Proficiency in Migrating VB 6.0/ASP/COM applications to .NET
   - Knowledge of  Java/J2EE,   Relational Database (Oracle / DB2)
   environment.
   - Strong web application server side and middleware knowledge delivering
   Java/J2EE applications using technologies Struts, Spring, Hibernate, JDBC,
   Servlets, JSP, EJB, RMI, JMS;
   - Proficiency in Leading and managing .Net Framework Web/Windows
   Application Development  (MANDATORY)
   - Has Proficiency in developing Service Oriented Architecture
   - Experience of developing Web Services  (MANDATORY)
   - Proficiency in leading SQL and Relational DB Design using SQL Server
   and IBM UDB
   - Has good knowledge of Object oriented analysis and design (MANDATORY)
   - Experience or Exposure to LINQ-to-Objects, LINQ-to-SQL
   - Knowledge of IBM WebSeal and TIM/TAM
   - Knowledge of LDAP
   - Knowledge of VB 6.0 IDE
   - Strong Experience in TSQL and writing Stored Procedures
   - IBM DB2/UDB database, stored procedures & design
   - Business Intelligence Experience including Crystal Reports, SSRS & SSIS
   - VBA
   - Has in-depth knowledge of responsible technical area.  Is familiar with
   all IT functions and services.  Understands architectural issues and factors
   them into decisions and recommendations.
   - Demonstrates significant competence and efficiency in multiple
   technology environments (i.e.  mainframe and client server)
   - Understands, incorporates, and influences the current and future
   application and technology architectures
   - Demonstrates advanced expertise and is able to find efficiencies based
   on experience.
   - Answers technical questions and provides technical guidance to less
   experienced developers
   - The developer must have full life cycle software development experience
   (SDLC)
   - Demonstrates knowledge of latest technology trends and software
   development techniques
   - Applies significant knowledge of industry trends and developments to
   improve service to our business partners.

 *Business*

 Understands customer requirements and their impact on proposed solution.
Understands the business unit’s products, services and basic business
processes.  Anticipates how technology enhancements will affect business
processes.  Understands business impact of various solutions, and can assess
tradeoffs between business needs, technology requirements and costs.

   - Project Management
   - Understands basic PM terminology, concepts, and processes.  Possesses
   working knowledge of general project management practices and methodologies.

 *Education*:  BA/BS Degree in Computer Science or related field or
equivalent; advance degree desirable



*Experience*: Typically candidates in this role will possess 3+ years
experience in managing small to medium-scale technical staff.
