How to setup my qmail+vchkpw system, only the pop3 user can access smtp service.

start to response, then all the mail in mailbox can be download
very fast. Also we can when use "telnet 25" or
"telnet 110" will get this problem.
My mail server is:
Solaris 8 for intel, Qmail 1.03 tcpserver and vpopchk.
Any suggestion is welcome, many thanks!

command:
bash-2.03# /home/vpopmail/bin/clearopensmtp 2>&1 > /dev/null
error message:
tcprules: fatal: unable to move /home/vpopmail/etc/open-smtp.tmp.292 to
/etc/tcp.smtp.cdb: cross-device link
What's problem?
