When deploying a Windows XP image, esx.pm fails before windows finishes starting up. Timing the log to the VM, the code reaches "TRY 25" and throws a failure right before it enters in the windows license. However, networking doesn't start until after this portion, so it will never get an IP address. It took our Windows VM ~3-4 min to get the networking up.
