You can try backing it only that drive in multiple streams. May be it is
just a folder, file which is creating problem.

Yes but if you're doing multiple policies on the same host chances are
the exclusion lists are more relevant to each policy than global. For
example here we typically have policies such as:
SERVERNAME-OS = Operating System files (e.g. root, /etc, /var, /usr ...)
SERVERNAME-INST-DB = Oracle Data
..or, you can use exclude_list, and the path gets excluded for all
policies.

be backed up and then sits on a status of writing with 0 written. It will sit

On the host you are backing up, have a look in this registry key:
HKLM\System\CurrentControlSet\BackupRestore\FilesNotToBackup
See if your dns file/folder is in there... Netbackup will obey the listed
exclusions in that registry key as well as its own exclusion list...
