I would like to thank everyone that helped on this issue.
The fix was a very simple one that had been overlooked by numerous people.
I needed to add a client to the host properties and figured since I could not
do it through the gui I would use bpclient, well that did not work either.

@WEAVER - nbconsole logs show nothing out of the ordinary and all names are
correct - Since this is a master server we have not rebooted it lately. I am
trying to get one now, but it may tke a few days to get the downtime scheduled.

Try logging into the client host from the master then run who am i or
who -r to see where it thinks you're coming from - sometimes it isn't
what you expect. Also try the reverse
1) Are you running jnbSA on the master or on another server?
2) When you select master servers under host properties does it show the
master server connected?

well after 48 views you would think someone would at least say something, guess
