I see these all the time at a few busy shops I work at. I always thought it was something to do with an incomplete entry in the jobs database. They don't seem to cause any problem, other than annoyance, and disappear after a few days.

Whack the Admin! But if this happens again check 2 things.
1) Device Monitor, see if any tapes are awaiting to be loaded
2) Check the client, stop Netbackup
I have this all the time on my busy system. It'll often clean up when the
entire running job queue is empty then the scheduler seems to cleanup
these strays.
If it doesn't cleanup then, I get rid of them by bouncing my master server
processes.
Usually getting an idle period is enough to clean
