Update: So the problem ended up being that the VCS Oracle Agent StartUpOpt I was using was: SRVRCTLSTART (aka. srvctl) Since this is a RAC environment, srvctl seems to not directly call the database to start, it calls for CRS to do itspecifically: crsd.binwhich I'm guessing is normal
